a few invitations to participate in the Gmail beta
test have been made available to Blogger account holders.

I'm not sure if Google is still issuing Gmail invitations
directly to Blogger account holders, but it is sometimes
possible to acquire a Gmail invite from a user of Blogger
who received one of Google's original invitations.
